Scotland County
The Scotland County Comprehensive Transportation Plan (CTP) is a long range plan which identifies major transportation improvement needs and develops long term solutions for the next 25 to 30 years. The CTP study involves both government officials and the public in an effort to determine the area’s future transportation needs based on the best information available including, but not limited to, population, economic conditions, traffic trends and patterns of land development in the county. The study also includes alternative modes of transportation. The Scotland County CTP study is a joint effort between Scotland County, the City of Laurinburg, the Town of East Laurinburg, the Town of Gibson, the Town of Wagram, the Town of Maxton, the Lumber River Rural Planning Organization (RPO), and the North Carolina Department of Transportation (NCDOT) – Transportation Planning Branch (TPB). The CTP was unanimously adopted by Scotland County (October 3, 2016), the City of Laurinburg (October 18, 2016), the Town of East Laurinburg (November 1, 2016), the Town of Gibson (October 13, 2016), the Town of Wagram (October 6, 2016), and the Town of Maxton (September 20, 2016). The Scotland County CTP was formally endorsed by the Lumber River RPO at their November 28, 2016 meeting. The NCDOT Board of Transportation mutually adopted the Scotland County CTP on December 1, 2016.
