About ATLAS

  • ATLAS is an acronym for Advancing Transportation through Linkages, Automation, and Screening. The program improves business processes by providing up-to-date, authoritat​ive human and natural resource data and a storage framework to support informed project development. ​

    ATLAS includes three tools:

    • Search Tool: View and download more than 700 GIS data layers. 
    • Screening Tool: View and generate a report of resources within a study area using a key subset of the full list of GIS layers. Screening templates are available that have pre-selected multiple layers for specific topics or reports.
    •  Workbench: Upload and find final project deliverables and data, and track important project information. Using the Workbench provides a way to quickly direct users to the final version of deliverables and ensures data governance is maintained for the files.​​​​ ​ ​

    Screening a project u​sing GIS-based data will inform project scoping and identify critical resource features in a study area without needing to be a GIS professional to gain spatial intelligence about a project.​​

    To accomplish those goals, we have three web-based applications for transportation project stakeholders, and a fourth application to allow the NCDOT ATLAS Team to update application content and GIS layers at-will without the need for IT requests.

    • The Search Tool is our primary ATLAS Map interface. There are more than 700 GIS data layers available for viewing and downloading via the ATLAS search tool. Formats include file geodatabase, shapefiles, or CADD layers. This helps our project stakeholders coalesce around consistent project spatial data sources.
    • The Screening Tool is used to quickly evaluate a project study area against key GIS data layers, to identify what resources may or may not be impacted by a project before conducting field work, and to assist with development of the scope, schedule, and budget for a project. Customized screening templates are being developed to meet the specific data and reporting needs of individual business units.
    • The ATLAS Workbench invokes data governance over the collection of key data points (GIS and qualitative information about project processes and status) and project artifacts (GIS and critical project documents), and extracts key information embedded in reports to make communication about project details more efficient, accurate, and useful.

    Project ATLAS began in 2017 with the goal of providing a one-stop shop for all the North Carolina Department of Transportation's (NCDOT) project-related GIS and data needs.  

    Linkages were established across previous data silos and business processes, across systems, and among projects in the same geographic regions. Automation was developed to standardize and store project GIS data and documents created throughout project development. Screening a project using GIS-based data will inform project scoping and identify critical resource features in a study area without needing to be a GIS professional to gain spatial intelligence about a project.​

    Since its inception, ATLAS has created more the 70 environmental layers including:

    • Wetland predictive models (winner of a 2011 FHWA Environmental Excellence award).
    • ATLAS Hydrography layer, which includes headwater stream predictive models for a more extensive statewide stream layer and over 70 attributes to unify many traditional stream layers.
    • Protected species habitat machine learning models. During the first test of these models on a large broadband installation project, NCDOT found a previously unknown population of White irisette.
    • Tidal influence zone map, which lays the groundwork for additional models such as coastal infrastructure vulnerability and resiliency.

    ATLAS has over 1,200 registered users with more users joining every day. Since going live in 2018, more than 5,000 ATLAS Screening Reports have been generated, more than 320,000 individual layers have been screened, and more than 53,000 individual GIS layers have been downloaded by ATLAS users.​​

    ​The ATLAS Search/Screening tools can be used at any point in a project's lifecycle, but is particularly helpful at the beginning of the process as the project team is seeking to understand potential issues in the study area.

    The ATLAS Workbench includes two key elements: Final deliverables should be uploaded as they are completed so they are stored, with the correct properties, in the SharePoint/Connect folder. Qualitative questions should be answered as the information is available throughout the process so the information is available for the entire project team.​

    ATLAS is for everyone working in the Scoping and Preconstruction phases of a project. The trainings available on this site have been developed with the goal of providing quick tutorials on specific questions that are useful for all types of users. Some types of users are listed below:

    NCDOT project managers and team leads​
    • The Search/Scre​ening tools can be used for a quick overview of a project area.
    • ​The qualitative questions in the Workb​ench tool can provide key information about a project's potential issues and the status of key deliverables.
    NCDOT technical staff
    • The Search/Screening tools can be used to identify potential issues and download the most currently available GIS layers from both internal and external sources. This information is helpful when initiating technical studies. 
    • Uploading final deliverables ensures they are stored in the correct place and with the correct key properties on SharePoint/Connect.
    • The qualitative questions in the Workbench tool can provide relevant information about the status and issues related to other unit's deliverables.
    Consultants
    • The Search/Screening tools can be used to identify potential issues and download the most currently available GIS layers from both internal and external sources. This information is helpful when initiating technical studies and developing a scope of work and project schedule.
    • Uploading final deliverables ensures they are stored in the correct place and with the correct key properties on SharePoint/Connect.
