PARTNERS will transform an existing multilane roadway into a vibrant and inclusive complete street that improves safety, provides connectivity, and improves mobility by adding sidewalks and multi-use paths to equitably serve the communities who live, work, and play along the corridor. This project spurs economic development in Rutherfordton and Spindale, North Carolina, and serves a historically disadvantaged community.
