An eligible organization or public body should begin their application preparation with the project needs in mind and look for a Federal program that allows them to apply for the type of funding and amount of funding that is needed. All applicants must be prepared to demonstrate that they have the technical, personnel, and financial capacity to successfully manage their proposed project to completion.
Application Posting: A calendar containing the posting dates of the applications for each of the funding programs will be posted on the Integrated Mobility Division’s (IMD) website. The application documents for each program will be available for download from the IMD website on the date noted in the calendar. An email alert announcing the Call for Projects for each grant application cycle will be sent to past applicants and current subrecipients.
Eligibility to Apply: Each Federal program has its own list of eligible applicants for the funds available in the program. In addition, IMD may have restrictions or priorities that further constrain the eligibility criteria. A list of eligible applicants for each program is included in Attachment 101‐1.
5311 Resolutions: Transit agencies will need to have a signed resolution from IMD designating them as a 5311 recipient to be eligible for funds. These resolutions will be updated on a 5‐year basis.
Fair and Equal Distribution: With FTA concurrence, the state plans a fair and equal distribution of the federally appropriated funds. In some programs, the process includes a formula‐based distribution to a single designated applicant per county or small urbanized area. In other programs, it is based on advertised priorities and selection criteria. Prospective applicants should refer to the application guidance each year for more information about the state’s process for distributing funds.
DUNS Number: Annually, applicants are required to provide documentation showing the agency’s DUNS number registration has been updated in the System for Award Management portal. This documentation should be submitted with each proposed funding application. Prospective applicants who have never conducted business with IMD and do not have a DUNS number should visit the Dun & Bradstreet website (
Link) to obtain a DUNS number and then register the DUNS number in the SAM.gov portal (
Link).
Audit: First time applicants for transit funding will be required to submit to a pre‐award audit completed by IMD. This audit establishes if an applicant has the financial and technical capacity to manage and implement a transit project. An application may be disqualified based on the findings of the audit. IMD prefers that this audit be conducted prior to the application process.
Technical and Financial Capacity: An applicant must be technically and financially prepared to begin and complete a project during the period of performance dates defined in the application guidance. There are few exceptions when the applicant will be allowed to extend the project dates, change project activities, or amend the project budget once it is selected for funding. All grant funding is on a reimbursement basis. An applicant must have the local matching funds and cash reserves to begin the project.
