Applying prior to or by the deadline requires a plan of action that breaks the process into scheduled tasks from the first day the grant is posted to the final one and takes the commitment of many to get all the work completed for submission.
Grants Management Electronic Application: Applicants must use the NCDOT‘s Enterprise Business Services (EBS) website to submit their application budget and required documents. New applicants must receive access authorization to EBS from the Integrated Mobility Division (IMD). A manual for EBS is in Attachment 103‐1. EBS is formerly known as Partner Connect.
EBS Portal: The portal used to access EBS, the grant system for NCDOT, can be found at https://www.ebs.nc.gov/irj/portal (

Deadline Enforcement: EBS will close five (5) business days after the due date of each grant application.
Authorization to Apply: An applicant’s governing board will be required to vote on a resolution that approves the planned project budget and submittal of an application. In addition, the board must designate an official in the organization to sign the application documents. This action must be documented in the signed minutes of the governing board’s meeting. Please see Attachment 00‐1 for the Delegation of Authority form.
Public Notification and Involvement: Some applications require the applicant to advertise and hold a public meeting, some allow the public to request a public meeting, and some allow a period of public comment before the governing body approves the submittal of an application. The applicants are encouraged to use one public process for all annual funding. See grant program overviews for public involvement requirements of each program.
MPO Notification: Any applicant serving or preparing to serve persons living in an urbanized area using Federal or state funds must notify the Metropolitan Planning Organization (MPO) of their intent to apply for funding. The MPO in the area should be notified prior to applying for funding to give the MPO time to follow their internal procedures for including the project in their metropolitan transportation improvement program (MTIP) and submit it to IMD for inclusion in the state transportation improvement program (STIP).
