• Evaluation of Energy Use and Emissions of Rebuilt Passenger Railroad Locomotives

Executive Summary

  • The primary objectives of this study are to:  (1) Demonstrate a methodology for using a Portable Emissions Measurement System (PEMS) to obtain fuel use and emission factors for each notch position of the prime mover engines; (2) similary obtain fuel-based emission factors for the HEP engines; and (3) establish baseline performance of the prime mover and HEP engines that can be used for comparative purposes in future assessments; and (4) provide insight regarding whether the rebuilt prime mover engines are compliant with the applicable emission standard.

    The project will include the following tasks:  (1) railyard measurement of fuel use and emission rates on the rebuilt or replaced engines on each locomotive, using ulta low sulfur diesel (ULSD) fuel; (2) measurement of real-world in-use ""over the rails"" activity, fuel use, and emissions for service between Raleigh and Charlotte; and (3) evaluation of whether the rebuilt engine prime mover engines are compliant with applicable standards.
