  • Utility Funding Authorization

  • ​POLICY: Utility Funding Authorization is necessary for any Utility Relocation​. Utility Funding Authorization occurs only after the Environmental Documentation, Right of Way (ROW) plans, and Utility Relocation plans have been approved. NCDOT will not participate in any utility costs that have been incurred before Utility Funding Authorization has been made. NCDOT will not participate in the costs of relocating municipally-owned utilities.

    Local Government Agencies (LGAs) are solely responsible for relocating or improving utilities. The costs of utility relocation may be an eligible expense, in accordance with the Agreement. NCDOT will not typically participate in the costs of relocation or improvement of municipally-owned utilities (usually water and sewer) unless those utilities have prior rights; however, adjusting manhole/water valves less than two feet may be reimbursable.

    Procedure

    Requesting UTIL Fu​nding Authorization in the EBS Portal​:


    • The LGA submits the Environmental Documentation, estimated Utility cost, including any Utility Relocation Agreements, and Utility Relocation Plans.
    • NCDOT submits the funding request to the Federal Highway Administration (FHWA). NCDOT will provide notification when the funding is authorized and expenses may be incurred.

    IMPORTANT: Any costs that are incurred related to Utility Relocation, before utility relocation funds are authorized, are not eligible for Reimbursement.​
