  • Locally Administered Projects Handbook Overview

  • The Locally Administered Projects (LAP) Handbook (Handbook) is designed to be a resource for Local Government Agencies (LGA) and the North Carolina Department of Transportation (NCDOT) when administering projects with Federal funds. The Handbook is meant to be a companion guide to the Agreement​​​, and, along with the Local Project Delivery Resources, provides guidance on meeting all pertinent requirements of NCDOT and the Federal Highway Administration (FHWA).

    The Handbook follows the same organization as the Agreement but provides procedural detail on how the Agreement provisions will be implemented, including using the Enterprise Business Services (EBS) Portal​ to manage project deliverables. By signing the Agreement, the LGA agrees to comply with all the requirements (specified in the Agreement and explained in this Handbook).

    This Handbook also provides information on State-funded projects and the different requirements for their implementation. Explanations of different agreements that an LGA may enter into with NCDOT are provided in Project Initiation.

    The primary purpose of the Handbook is to guide LGAs and NCDOT through the LAP process after Federal funding has been awarded. For overall information about the LAP process, including eligible projects, available funding sources, and other resources, see Local Project Delivery Resources.​

    While all efforts have been made to incorporate accurate information and sufficient detail for any LAP, it may be necessary to contact the regional representative of the Local Programs Management Office (LPMO) or the respective Division Project Manager (DPM) with any additional questions.

    ​Tips for Using this Ha​ndbook

    Each chapter begins with an Overview, which includes the related POLICY (if applicable) and a summary of the chapter contents.

    Along with information about the topic covered in each respective section, there is also a Procedure included at the end of each chapter section where relevant.

    The Procedure is intended to provide step by step instructions about what needs to be done to accomplish that aspect of the project, as well as guidance about what and when items need to be submitted in the EBS Portal​. An icon is included in the Procedure if there is a requirement to submit and/or review documentation in the EBS Portal.   


    At the end of each chapter section, Resources and Forms are listed that include items such as reference materials and contact information (if applicable).

    Hyperlinks to additional resource materials, as well as Bookmarks to other sections of the Handbook, are included as references throughout.
