POLICY: Projects funded through NCDOT from the Federal Highway Administration (FHWA) should use the current version of the NCDOT Standard Specifications for Roads and Structures to ensure compliance with all applicable federal requirements. Exceptions may be made when the project type is non-traditional, or otherwise outside of NCDOT's expertise.

The Contract Proposal, or Bid Proposal, is prepared by the Local Government Agency (LGA) for Advertising the project for bids. Several federal provisions must be included in the proposal for the project to comply with federal regulations. The proposal, along with the plans, technical specifications, and estimate, make up the Plans, Specifications, and Estimates (PS&E) package, which is used to advertise and take bids for Construction.
The Engineer's Estimate is used to determine an estimate of construction costs for authorization purposes, set goals for Minority Business Participation, and compare bids received.
NCDOT has developed a webpage for Bid Proposals for LGAs. The following sections of this chapter outline the various components and procedures of the PS&E package and Bid Proposals, but LGAs and NCDOT Divisions are encouraged to utilize the resources provided on NCDOT's website for more comprehensive guidance on these topics.
