WHAT IS A LOCALLY-ADMINISTERED PROJECT?
Local Government Agencies, or LGAs, receive federal and state money based on the recommendations of Metreopolitan or Rural Planning Organizations (MPOs and RPOs); through prioritization via the Strategic Transportation Initiative (STI); by applying and receiving Federal grants; or by Legislative directives. Per NC Board of Transportation (BOT) policy, LGAs are generally responsible for developing and delivering the project or implementing a program. Examples of typical local projects include:

Greenways or Multi-Use Paths, or Sidewalks

Intersection Improvements (crosswalks, turn lanes)

WHAT IS NCDOT'S ROLE?
NCDOT's role is to advise, approve and oversee the proper expenditure of funds by an LGA on an eligible project or program. NCDOT is committed to establishing appropriate oversight to ensure the best use of public funds and compliance with all applicable state and federal regulations.

*** NEW *** TOLL CREDIT PILOT PROGRAM
NCDOT is implementing a toll credit pilot program that will allow local governments with TAP, CMAQ, or CRP-funded projects to apply for toll credits to cover the non-federal match of additional costs to projects. The goal is to identify and support those projects where the delay in delivery is caused by funding constraints. Toll credits are a flexibility the NCDOT can use to help offset increased costs on local projects.
Please Note: This pilot program is not open to any DA-funded projects. DA funds are allocated by Transportation Management Areas (TMAs), which are MPOs with a population of more than 200,000.
