  • Commitments

  • Project Commitments are specific, environmental, public, and regulatory requirements made during a project's Design/Plans phase. These ensure projects are delivered while mitigating adverse impacts on the community and natural environment. Commitments can include anything from building specific pedestrian features (like sidewalks) to environmental mitigation, such as wetland preservation, noise barrier installations, and wildlife crossing protections.

    NCDOT Project Managers are responsible for tracking these Commitments. Often, Commitments are tracked on the internal Preconstruction or Project Commitments Dashboard to ensure regulatory compliance, avoid project delays, and prevent extra costs.  The Dashboard will generate the Green Sheet, which is then added to the Categorical Exclusion (CE) document as Section I.  

    Procedure

    When creating Commitments within the Dashboard, the NCDOT Project Manager will:

    • ​Draft the Commitment;
    • Provide the reason for the Commitment;
    • Validate that the Commitment is reasonable and feasible;
    • Assign who will fulfill the Commitment;
    • Document the fulfillment of the Commitment; and 
    • Allow applicable Consultants and stakeholders to readily view the status of Commitments throughout project development, construction, and post-construction.

    Note: If the LAP does not have a Connect site, Commitments cannot be entered into the Dashboard. A standard Green Sheet can be produced manually following the report outline contained in the CE template links.
