  • ​​POLICY: Projects funded through NCDOT from the Federal Highway Administration (FHWA) should follow Departmental design standards and specifications, which meet minimum American Association of State Highway and Transportation Officials (AASHTO) design criteria; however, some exceptions may be made, based on project type. Projects should be scoped, developed and completed following the Project Delivery Network (PDN). Any exceptions to the PDN should be discussed and confirmed by NCDOT.

    NCDOT, through FHWA, funds a wide variety of projects related to transportation. Many activities are similar to projects undertaken by NCDOT (roads, bridge replacements, traffic signals, intersection improvements, etc.); however, federal funds may also be applied to non-traditional transportation-related projects, which raises questions about which design standards are applicable in these unique situations.

    FHWA expects most projects funded through NCDOT to utilize standard and approved drawings and specifications to construct a project that meets acceptable federal and state requirements. The NCDOT Standard Specifications for Roads and Structures​ provides guidance for common project types. However, exceptions occur when a project is not typical to NCDOT's expertise. For questions about the project type, Local Government Agencies (LGA) can contact the Local Programs Management Office (LPMO) or NCDOT Division Project Manager (DPM) for more assistance.

    After the project type is confirmed, NCDOT's Project Delivery Network (PDN) is used to scope the project. For some Locally Administered Projects (LAP), certain aspects of the PDN do not apply. See Project Stages for further guidance.​​
