  • Overview

  • Construction Contract Administration (CA) refers to the standardized processes and procedures that NCDOT and the Local Government Agency (LGA) utilize to document, test, and certify projects constructed by third parties (Contractors and Subcontractors). The LGA is responsible for documenting the construction of the project based on the Agreement. Failure on the part of the LGA or NCDOT to perform CA adequately can result in reimbursement being withheld for work performed. 

    Construction Engineeri​ng and Inspection (CEI) describes the engineering field inspection and on-site testing of materials and Contractor work to provide the necessary documentation to satisfy the requirements of Federal Highway Administration (FHWA) and NCDOT project specifications. CEI must be performed in accordance with the NCDOT Standard Specifications for Roads and Structures for NCDOT and FHWA to participate in the costs of a project. 

    IMPORTANT: Professional Services associated with construction are reimbursable under the Construction phase of the project and solicitation may occur prior to Construction Funding Authorization; however, the LGA should not execute a contract with the selected Consultant until Construction Funding Authorization is obtained.
