  • About the Multimodal Planning Program

    The NCDOT Integrated Mobility Division (IMD) and the Transportation Planning Division​ created an annual matching grant program – the Multimodal Planning Grant Program (MMPG) – to encourage municipalities to develop comprehensive bicycle plans and pedestrian plans.  This program was initiated in January 2004 and is currently administered through NCDOT-IMD.

    The Multimodal Planning Program has been successful in its 22 grant cycles - since 2004, 287 planning grants have been awarded. To date, a total of approximately $9.7 million has been allocated to 278 municipalities, 6 counties, and 3 Universities through this grant program.​​

  • Colleges & Universities Eligible to Apply

    ​This year applications are open to NC Colleges and Universities for the second year. This continues to be a pilot partnership for the short term so further resources related to this program option are forthcoming.

    Important: Colleges and Universities interested in applying are asked to email program manager Bryan Lopez at balopez@ncdot.gov prior to submitting an application. 

  • Applications for 2026 Grant Cycle

    ​Application guidelines:​

    UPDATE : for those submitting applications, there is a known error message in EBS preventing form submissions . We are working to resolve this, however it will not impact applications missing the deadline. We intend to honor application materials that are uploaded / saved in EBS this week. 

    Due to EBS and adminsitrative delays for some, we are extending the deadline through Friday April 17, 2026. However, no new EBS form requests will be approved 4/13 - 4/17. 


    The grant application can be accessed through the NCDOT EBS Portal Multimodal Applications tile.

    If you are accessing the EBS Portal for the first time, follow steps 1 and 2 below. If you already have an NCID, please skip to step 2.

    1) Register as an individual for the NCID. - https://myncid.nc.gov/​
    2) Complete EBS access request form. https://www.ebs.nc.gov/sap/crmaccess/index.html

    ​Once steps 1 and 2 are complete you will have access to the Multimodal Applications tile in your EBS portal to access the application.
