  • ​Subrecipients of state administered 5311 Program funds that have not been designated urban reporters by the National Transit Database (NTD) will submit an OPSTATS Report in order for the Integrated Mobility Division (IMD) to complete a report to the National Transit Database on their behalf.

    Rural Service Reporting: IMD will be responsible for collecting project data from 5311 Program subrecipients that are only providing rural transit service in North Carolina. IMD enters this data into the National Transit Database for the rural subrecipients only. IMD will submit the report within 120 days of the close of the State’s fiscal year.
    FTA Direct Recipients and 5311 Program Urban Reporters: Subrecipients of 5311 Program funds that provide transit service in both urban and rural areas and FTA direct recipients of 5307 Program funds will be responsible for entering their own data into the National Transit Database.
