• Procurement Updates

    In FFY26, IMD will start requiring the utilization of National RTAP's ProcurementPRO tool for all Procurements over $10K.  

    The ProcurementPRO tool is designed to work for micro-purchases (less than $10,000), small purchases ($10,000 to $250,000), and large purchases (above $250,000).  IMD is only requiring use of the tool for purchases above $10k.

    You will need to setup a login your first time accessing he portal.


    Training Rollout is as follows:

    • Training Session - Wednesday May 7th, at 1pm, Erik Dickey and Mike LaBello (NRTAP) will give an in general, 1-1.25 hour presentation that will also include some procurement policy information related to the use of PP.  This was recorded, see link below.

    • Training Session - Wednesday June 18th, at 1pm, Erik Dickey and Mike Labello (NRTAP) will give training specific to agencies that will be required to use it in the coming year (FY26).  This training will be invitation only.

    “ProcurementPRO is a free web-based application that guides rural and Tribal grantees and State DOTs through Federal Transit Administration (FTA) procurement procedures. Using basic project information entered by the user, the program provides the required FTA clauses and certifications that must be included in procurement documents. The application can also provide other helpful resources such as a procurement document template, check lists, and guidance for preparing procurement documents. ProcurementPRO does what it may have taken you days or weeks to do.”

    Transit Software Solution Statewide Contracts

    NCDOT-IMD will hold three vendor demonstrations to show what software solutions are currently being offered under the statewide contract.  Please remember the following information:

    • This statewide contract was put in place to help alleviate the administrative burden of having to do individual RFPs for software procurement, but it does not eliminate the ability for agencies to do their own procurement process.
    • This contract does not obligate any agencies to use these vendors, and it does not exclude the usage of any other scheduling software.
    • Agencies are allowed to and encouraged to continue with their existing contract and extend their contracts, as necessary.
    • Vendors who were not selected, or that were found not compliant with the statewide contract can appeal the decision. The appeal process goes through the NCDOT-Procurement Team, IMD will not be able to provide updates on the status of any appeals.
