This 60 minute training course will focus on NCDOT’s new Training Toolkit for Required Annual and New Operator Training developed for Statewide transit sub-recipients. The Training Toolkit will provide standardization in the delivery of required state and federal annual and new hire training programs. Due to the extensive turn-over in transit management and the ever changing operating and regulatory environments, managers have expressed concern that they need assistance with providing quality training programs that meet requirements and provide a level of operator proficiency, professionalism and safety that is the hallmark of community transportation within North Carolina. The Training Toolkit establishes minimum core criteria and outcomes for each of the training topics below. Defensive Driving; Americans with Disabilities Act; Bloodborne Pathogens; Emergency Procedures; Drug and Alcohol Testing; Customer Service; and Ride Checks. It provides training format options that reflect different operator needs, environments, technological capabilities and resources while maintaining a standardization of content. In addition it provides an array of third-party certification and non-certifications options as appropriate by topic to allow transit managers flexibility in determining which options are best for them. The Training Toolkit provides access to a dedicated website with descriptions of over 50 core and refresher training courses offered by National and local transit and non-transit training professionals. All of the training recommendations have been vetted to assure their quality, Federal compliance and meet NCDOT standards. Some training programs are perfect for a simple refresher course but in some cases you may want an extensive certification course with experienced trainer. The Toolkit will provide all the information and best practices you need to know to set up your training curriculum for new and current transit professionals. Stanly County Transportation (SCUSA) has developed an Emergency Evacuation Drill to train drivers and first responders to evacuate passengers from a transit vehicle using various scenarios. Participants must make decisions based on the scenario and are quizzed on the actions taken to ensure the safety of all riders. The scenarios are designed by the County Emergency Management Service using EMS trainers with smoke machines on a rolled over bus to create a realistic scene for a potential emergency event. The training takes place annually in Stanly County, NC and other transit systems are encouraged to participate. Who Should Attend: Accountable Executive - Participants should include representatives from North Carolina transit systems who make decisions on system budgets, procurement, policy and procedures and management decisions. Each system must have an Accountable Executive. Safety Officer – Participants should include those who are charged with implementing, managing and monitoring safety on a daily basis. The Safety Officer and Accountable Executive may be the same person. Course Description: This two-day course provides training as part of the Federal Transit Administration’s Safety Management System (SMS) guidelines. NCDOT has developed the course to focus on the required Safety Officer training but also on the role of the Accountable Executive in overall system safety. Participants will learn about the Federal safety requirements which have been developed and modified over the last four years and include information on anticipated guidance from FTA. The course will include vital information on the NCDOT System Safety Plans (SSP) required by all grantees. Participants will learn what new information must be added to the SSP and information that may no longer be required along with revised NCDOT Safety Review process. The course will focus on the roles of both the Accountable Executives and Safety Officers and the impacts of the management of safety culture in the transit system. This training meets the FTA intent for Safety Officer Training.
