  • 401 - Vehicle Replacement

  • ​Subrecipients will make provision for the replacement of vehicles before they reach a condition that impacts the service, safety or public image of the transit system. See the Capital Replacement Schedule - Attachment 401‐2.

    Locally Purchased Vehicles: Effective January 1, 2017, locally‐purchased vehicles used in revenue service will not be eligible for replacement with Federal or state funds.
    Support/Service Vehicles: A support vehicle is only eligible for replacement if the original vehicle was purchased through Integrated Mobility Division (IMD) grant funding. Useful life for support vehicles is 100,000 miles. Years for useful life calculation will be analyzed on a case-by-case basis.
    Useful Service Life: The useful service life standards apply to Federal and/or state purchased vehicles. The useful service life standards for vehicles are included in Attachment 401‐1.
    Replacement Timing: If the mileage on a vehicle on a predetermined date prior to the grantee call for projects meets the mileage requirement for useful service life, the transit system may request funding in any application.

    Replacement Approval: Reaching the mileage requirement does not guarantee the applicant will receive funding to replace a vehicle.

    • Service volume, utilization data and the maintenance and condition of the vehicle will be taken into consideration.
    • The state's Asset Management Plan and the grantee's Community Connectivity Plan will be reviewed.
    • If it is determined that the applicant is underutilizing vehicles and needs a reduction in fleet size, the applicant may be instructed to dispose of one or more vehicles without replacement.
    Vehicle Transfers: IMD may choose to transfer an underutilized vehicle between subrecipients.
    Transit Vehicle Manufacturers (TVM) – All vendors are required to submit goals to FTA on an annual basis. This is to be verified by the owner. All vehicle bids must have a TVM certification to be eligible for award except minivans and non‐modified vans or sedans. The TVM Award form must be submitted to FTA within 30 days following award.
