Statewide Locally Coordinated Plan Update
The Statewide LCP, prepared under the guidance of the NCDOT, serves as a strategic framework to expand mobility options to seniors and individuals with disabilities, particularly in small urban and rural communities of North Carolina.

​NCDOT's Integrated Mobility Division (IMD) updated the Locally Coordinated Plan (LCP) for fiscal years 2025 to 2029. IMD first developed a Statewide LCP i​n 2018 to reduce the burden on local organizations that were each required to develop their own LCP's to meet requirements associated with FTA's Section 5310 program (Enhanced Mobility of Seniors & Individuals with Disabilities). The 2018 plan covered fiscal years 2020-2024. 

The Bipartisan Infrastructure Law (BIL) continues to require a comprehensive planning and coordinated process to identify and select projects eligible for 5310 funding. This process includes coordination with transportation planning agencies, public and private transportation providers, non-profit transportation providers, human services providers, other government agencies that administer social service programs, and participation by the public, including older adults and persons with disabilities. ​​​
