 Executive Summary


  • The objectives of the proposed research project are to 1) assess current lighting needs at division level, 2) research and develop a mechanism to prioritize highway sections that require lighting, 3) develop an assessment report and summary of accumulated modernization / replacement needs, 4) provide documentation of recurrent maintenance and energy needs (and privatization/outsourcing options), 5) recommend an improved warranting criteria with operational and performance measures, and 6) provide participation, support and coordination with American Association of State Highway Transportation Officials (AASHTO) Joint Technical Committee on Highway Lighting to ensure that North Carolina is represented and involved in the development, execution and implementation of national roadway lighting guidance.​
