Executive Summary

  • This project focuses on developing and applying a procedure for integrating peak average daily traffic (PADT) factors for potential use in future NCDOT strategic prioritization efforts.  The goal is to develop PADT factors suitable to supplement the conventional Average Annual Daily Traffic (AADT) in prioritization P4.0 for state-maintained highways in 2015, and to further expand the count coverage and application of PADT for P5.0 by 2017.
