Executive Summary

  • The NC NMVDP began as a research project (NCDOT RP 2014-44) to test a bicycle and pedestrian count protocol for replication across the state. The program currently includes one of the most extensive statewide networks of continuous bicycle and pedestrian counting sensors and provides data management and reporting support for multiple local agency partners. The counters are installed on sidewalks, bike lanes, shared lanes, and shared use paths. Forty-eight counting locations representing 71 counting systems (or 141 unique bicycle and pedestrian sensors) were installed under Phase 1 and 2 of the programs. Over 40 additional counting systems that were purchased and installed separately by local agencies have been onboarded into the program.

    To ensure cost-effective, efficient, and accurate data monitoring, processing, and reporting for the NC NMVDP, ITRE is developing a web-based application called the Non-Motorized Count Assurance Tool (NM COAST). The goal of the NM COAST is to effectively streamline our program processes as we bring in more counters and their data and scale our program across the state.​

    Through this technology transfer, ITRE will develop and implement the NM COAST to optimize and streamline the routine data monitoring, processing, analysis, reporting, and storage for the Eco-Counters currently included in the NC NMVDP. The NM COAST will provide a centralized database for the records that are created for each counting location including information from historic maintenance logs, validation studies, site selection documentation, and installation forms. The NM COAST will also include modules to enhance routine data coordination and management.

    This project will result in a fully operational web-based application that demonstrably improves the efficiency of the NC NMVDP's routine data monitoring, processing, analysis, reporting, and storage processes while also providing a public-facing portal for NCDOT, local agency partners, and the public to access high-quality official data reports from the program.
