• Development of Pedestrian Destination Index

NCDOT Research Project Number: TT 2026-01

Executive Summary

  • This project will develop a Pedestrian Destination Index (PDI) for use by NCDOT in the evaluation of traffic impact analysis. This project will support the implementation of NCDOT Research Project Number: 2023-21: Multimodal Trip Reductions Rates in Local Municipalities. The PDI will be a numerical value (between 0 and 100) that assesses a property parcel’s pedestrian destinations. Destination categories are expected to include retail, school, recreation, dining, and entertainment. This index will also consider pedestrian infrastructure and safety characteristics. In addition to the primary use in the evaluation of traffic impact analysis, the PDI may also help develop a more thorough understanding of pedestrian travel and land use in North Carolina.
