    ​The Office of Strategic Advancement (OSA) serves as a strategic resource to NCDOT, advancing innovation, performance, policy, research, and technology across the Department. Reporting to the Secretary, OSA partners with senior leaders and business units to coordinate cross-departmental initiatives, strengthen financial stewardship, pursue strategic funding opportunities, and leverage data and technology to advance NCDOT priorities and improve transportation outcomes.​

    OSA is replacing two existing Limited-Service Contracts (LSC) with a new LSC for the Office of Strategic Advancement (OSA). The OSA LSC will open for ​proposal submission on October 1, 2026.
