The McDowell-Polk-Rutherford (Foothills) Regional County Comprehensive Transportation Plan (CTP) is a joint effort between McDowell County, Polk County, Rutherford County, the Foothills Rural Planning Organization, and the NCDOT – Transportation Planning Division.
