In July 2011, the NCDOT – Transportation Planning Branch initiated a comprehensive transportation plan (CTP) study for Pasquotank County and Elizabeth City. A CTP is a long-term, non-fiscally constrained transportation plan. A CTP is also multimodal (highways, public transportation, rail, bicycle, and pedestrian), which aims to address existing and anticipated transportation problems. Over the next two years the NCDOT will be working cooperatively with stakeholders within Pasquotank County and Elizabeth City to develop this plan. These stakeholders include elected officials, city staff, county staff, the Elizabeth City Chamber of Commerce, Elizabeth City State University, the United States Coast Guard, the Albemarle Commission and RPO, local citizens, and others.
