A Comprehensive Transportation Plan (CTP) is a long range multimodal plan that identifies transportation improvement need and proposes solutions for the next 25 to 30 years. The Rutherford County CTP is a plan that looks toward the year 2040. The Rutherford County CTP is a joint effort between Rutherford County, the Town of Bostic, the Town of Ellenboro, the Town of Forest City, the Town of Ruth, the Town of Rutherfordton, the Town of Spindale, the North Carolina Department of Transportation (NCDOT), and the Isothermal Rural Planning Organization (RPO). The CTP Rutherford County CTP was adopted by Rutherford County and its municipalities and endorsed by the Isothermal RPO. The North Carolina Board of Transportation mutually adopted the Rutherford County CTP on March 8, 2018.
