The Highway Construction Trades Academy (HCTA) training is sponsored by the North Carolina Department of Transportation On-the-Job Training (OJT) program, at no cost to participants, to increase the presence of minorities, women and disadvantaged individuals in the highway construction industry. The HCTA training provides those who complete the training with the skills, and resources needed to immediately start an entry-level career in the highway construction industry.
