 002PhotogrammetryAerial Image and LiDAR Collection/Processing - Manned Aircraft
The work consists of acquiring large format, frame metric camera aerial imagery and airborne topographic LiDAR data using a manned platform at various altitudes above mean ground level. The aerial camera and topographic LiDAR systems must be integrated with on board Global Navigation Satellite System/Inertial Measurement Unit (GNSS/IMU) equipment to collect data for high accuracy sensor position and orientation determination. The work also includes flight and control plan preparation, image and LIDAR post processing, and certifying Reports for acquisition, position and orientation data, and LiDAR derived elevation products.
Land SurveyorP.L.S.P.L.S.
All work must be performed under the responsible charge of a North Carolina (NC) registered Professional Land Surveyor (PLS).  All Reports for acquisition, position and orientation data, and LiDAR derived elevation products must be certified by an NC PLS. The large format, frame metric camera shall be capable of acquiring frame imagery with the exposure station’s nadir Ground Sample Distance (GSD) generally between 0.10 foot and 0.45 foot with 60% forward overlap.  Deviations from this GSD range should be noted in firm's prequalification materials.  The topographic LiDAR system must be capable of acquiring and producing elevation data that meets the Quality Level 1 specifications as defined in the current USGS LiDAR Base Specification.  Submitted prequalification materials must include the following: proposed sub consultants; equipment list (planes, cameras, LiDAR systems, GNSS/IMU equipment, etc.) with technical data sheets for all proposed equipment;  base of operation for manned aircraft operations that includes airport code, airport name, city, and state;  and proposed software list (flight planning, post processing, LiDAR derived elevation product formats, etc.).  ​

 008AviationAircraft Maintenance
Aircraft mechanic for fixed wing and/or rotary aircraft. Work involves the inspection, maintenance, modification, and repair of airframes, power plants and related systems for fixed wing and/or rotary aircraft. Expected to
independently perform routine work, research maintenance and service manuals and complete all necessary repair/inspection reports and entries.
Must have thorough knowledge of the FAA and FCC rules and regulations, and State Statutes governing the operation and maintenance of aircraft. Graduation from an FAA approved aviation maintenance school and one year of experience in aircraft inspection, maintenance and repair; or graduation from high school and three years of related experience; or an equivalent combination of training and experience. Possession of a valid FAA Airframe and Power plant license. Working knowledge of the tools, equipment and methods used in the inspection, maintenance and repair of aircraft. Working knowledge of FAA rules and regulations concerning aircraft inspection and repair. Ability to read and interpret technical manuals and troubleshoot technical problems and complete repairs.
Good communication with others to ensure safe operations and good situational awareness will be maintained during all maintenance procedures. No reportable incidences or accidents in the last 10 years. FAA rules and regulations require most maintenance repair and inspection jobs, be certified that the mechanic's work is in compliance with these rules and regulations. On major overhauls, repairs, and alterations or inspections, the work must reviewed and certified by an Inspector (IA Certification) authorized by the FAA. No FAA incidences or violations in the last 10 years.

Traffic Analysis – Basic (Level 1 projects) –

Level 1 analysis involves basic traffic operations that can be reviewed by use of macroscopic analysis tools.

Typical projects include: simple intersection operation (unsignalized, signalized, roundabouts), basic corridor analysis, and freeway operations (including merge, diverge, weave) that are mostly under capacity.

Traffic Analysis Software typically used for this analysis include: Synchro, HCS, SIDRA.
Project EngineerNC P.E.
Prequalification on an individual basis. Analysis methodology should follow Highway Capacity Manual (Current Edition) procedures, primarily found in Volume 3 (Interrupted Flow) and Volume 2 (Uninterrupted Flow).  This analysis is primarily macroscopic, although simpler microscopic procedures may be used.  Adherence to procedures in the NCDOT Congestion Management Capacity Analysis Guidelines is required.

Must submit at least 3 examples of DOT or similar work completed within the last three (3) years; electronic submittals only. The examples should adhere to one of the following:
- be sealed by the requesting individual engineer
- be accompanied by written confirmation by the sealing engineer indicating the significant and relevant contribution made by the requesting individual engineer

If the work was reviewed by the Congestion Management Section, only a reference to the work is necessary.  If previously prequalified in this discipline, no examples are required unless requested by Congestion Management.  Examples should include sealed reports and analysis files.

Prequalification for this discipline will require demonstrated proficiency with Synchro, SIDRA, and HCS traffic analysis software.

Must have a current TransModeler license.  Prequalification on an individual basis. Prequalification for this discipline requires prequalification for code 00026 (Capacity Analysis; Level 1) and also proficiency with TransModeler software.  Must show adherence to all Department policies and guidelines &  NCDOT Congestion Management Simulation Guidelines.

Level 3 analysis involves the highest complex traffic operations.  These projects require evaluation by use of advanced methodology involving microscopic analysis tools.  

Typical projects may include (but are not limited to):  Complex freeway system interchanges, new alignment projects (both freeway and arterial) that involve potential multiple travel routing, and multi-modal projects.

Traffic Analysis Software typically used for this analysis is TransModeler.​


Project EngineerNC P.E.
Must have a current TransModeler license.  Prequalification on an individual basis.  Prequalification for this discipline will require prequalification for code 00026 (Capacity Analysis; Level 1), 00027 (Capacity Analysis; Level 2), and 00251 (Project Level Traffic Forecasting) plus demonstrated advanced proficiency with TransModeler software.  Methodology includes advanced network modeling, Dynamic Traffic Assignment and Origin-Destination Matrix Estimation (ODME).

Experience for prequalification can be demonstrated by providing sealed examples of at least 3 complex Level 2 projects (scoped with a Complexity Index of 7+) completed using TransModeler with limited guidance and oversight as determined by the Congestion Management Section AND one or more of the following:
- producing at least one Level 3 capacity analysis project with assistance of a currently prequalified Level 3 engineer
- providing at least one example of a Level 3 project using TransModeler (can be from out of state)
- completing a Congestion Management-approved training course

Any of the above must be completed within the past five years by the requesting individual engineer in order to be considered for prequalification.

Community Impact Assessment (CIA) is an iterative process to evaluate the direct effects of a transportation action on a community and its quality of life. The assessment process is an integral part of project planning and development that shapes the outcome of a project by raising awareness and understanding of both positive and negative effects of proposed actions on the human (social and economic) environment. Its information is used to guide the project and provide documentation of the current and anticipated social environment of a geographic area with and without the action.  CIA uses data analysis as well as broad community interaction to enable informed transportation decision- making in compliance with 23 U.S.C. 109(h). The assessment should include all items of importance to people, such as mobility, safety, employment effects, relocation, isolation, and other community issues.  CIA also incorporates federal laws and mandates such as Environmental Justice, Limited English Proficiency and the Farmland Protection Policy Act when applicable.​

Engineer must possess technical expertise in all areas of transportation engineering related to school studies, including data collection; trip generation; capacity analysis; highway safety; traffic control devices; roadway design; queue and parking management; and pedestrian, bicycle, and bus operations and safety. Engineer working under this code will do their utmost to promote and support Department goals and policies, and must adhere to all Department policies and guidelines.

The purpose of an ICE report is to inform the decision-making process regarding which alternatives to carry forward by assessing the potential indirect and cumulative effects based on potential change in land use as a result of the project.  The ICE incorporates a matrix tool that considers factors known to influence land use, including the scope of the project, travel time savings, population growth, employment growth, land available for development, water and sewer availability, market for development, development regulations, and the presence of notable environmental features.  ICE findings indicate whether further analysis in the form of a Land Use Scenario Assessment (LUSA) is warranted.  A LUSA also informs the decision-making process regarding selection of the Recommended Alternative by assessing development potential in identified Probable Development Areas.  The Natural Environment Section uses LUSA findings to determine whether ICI water quality modeling is needed for permitting.​

Must have at least one (1) key person per role.  Key personnel should be employees with at least two (2) years of hands-on signal equipment design experience using 2070 controllers.  When developing work associated with this discipline, reference the Guidelines for​ Preparation of ITS & Signal Plans by Private Engineering Firms​ for guidance. The electrical and programming details associated with discipline code 208 shall be prepared to include, but not limited to, information as listed in the Electrical and Programming Plans section of this document. If previously prequalified in this discipline, no examples of this type of work are required unless requested by the reviewing Unit.  Otherwise, submit examples of DOT or similar work completed within the last five (5) years and sealed by each engineer; electronic submittals only. Submitted examples of work shall include the database or configuration file for the design.  If the work was performed for or submitted to the Transportation Mobility and Safety Division, only a reference to the work is necessary. Must have a fully functional test lab that has been approved by NCDOT staff.  The lab shall include a type 332 cabinet, 2070 controller unit, and the latest approved version of each software package that is on contract with NCDOT.  The lab may be maintained by a third party provided it has been approved by NCDOT, and there is a written agreement between the private engineering firm and the party responsible for maintaining the lab. If a third party lab is utilized, any testing of the design must be performed by the actual designer.​​

Signal System Communications Design EngineerNC P.E.2P.E.
Key personnel shall have directly related experience in preparing signal communications plans, specifications and estimates for outside plant communications for the interconnection of traffic signals. Key personnel shall have designed a signal communications plan in the State of NC within the past 5 years. Comparable plans from other States will be considered. Projects listed on Key personnel resumes shall include project dates. Key personnel shall have experience developing communications plans consisting of fiber optic cable, wireless interconnect, or a combination of both. Key personnel shall be experienced in developing fiber optic splice plans and interpreting existing plans to determine correct operational splice plans and be proficient in Serial and Ethernet Communications System designs.Key personnel shall be familiar with the National Electrical Safety Code and have experience developing utility make ready plans associated with installing outside plant cable. This requires experience reviewing utility attachments on joint-use pole lines and identifying violations. Additionally, Key personnel shall coordinate with representatives of the various Utility Companies to identify necessary adjustments. Interested Firms must submit examples of NCDOT or similar work completed within the last five (5) years and sealed by each engineer; electronic submittals only. Plan sheets MUST have been developed and/or sealed by the personnel the firm is submitting for prequalification. Plans should show examples of all technical and design knowledge requirements described above. Example plans should be sent directly to the Signal System Design Reviewers at the time of application. If previously prequalified in this discipline, examples are required for any new key personnel being submitted for prequalification. If a firm has previously completed work for the NCDOT, this will also be considered for prequalification.​

Developing signal system coordination timing plans and field implementation/fine tuning of the signal system coordination timing plans.
Signal System Timing EngineerNC P.E.P.E.
For the development and implementation of signal system timing plans for state-maintained signal systems (separate from centralized metropolitan signal systems). Key Personnel should be employees with at least two (2) years of signal system timing plan development AND field-implementation experience. Emphasis on employees with the experience and expertise to field-implement and fine-tune signal system timing plans. Personnel that have only managed projects involving signal system timing, or only have experience using traffic-related software to develop, analyze, and/or optimize signal system timing plans, WILL NOT QUALIFY without sufficient experience in the field-implementation and fine-tuning of signal system timing plans. Application must identify specific personnel that are qualified for signal system timing work. Examples of Key Personnel’s work will be requested if their resume does not show evidence of sufficient signal system timing plan development and field-implementation experience. If the work was performed for or submitted to the Transportation Mobility and Safety Division, only a reference to the work is necessary.  211TrafficTraffic Signal Railroad Preemption Inspection
The purpose of the Traffic Signal-Railroad Grade Crossing Interconnect and Preemption Inspection is to ensure proper traffic signal operation in conjunction with the railroad crossing signals. In doing this, care should be taken in the testing of the operational characteristics of the equipment, determining the distance of the railroad crossing signal termination shunts (starters), determining
maximum train speeds and traffic signal track clearance times. A careful comparison must be made of the calculated RR advance warning time and the time needed for the traffic signal to clear the
track(s) of all potentially queued vehicles (Preemption Time Required). A complete system test must be performed by shunting the rails together in order to activate the crossing signals and traffic signal preemption. In cases of Advance Preemption operation, a train movement must be observed to determine if preemption system is working properly throughout.

Upon prequalification approval, the firm shall complete TSMO Railroad Preemption Inspection Training within 90 days, otherwise approval will be revoked.

Evaluation and analysis of mobile retroreflectivity measurements related to pavement markings of various material types on various roadway surfaces.

Key personnel shall have a minimum of three (3) years of experience with at least 100,000 cumulative miles of retroreflectivity measurements. A working knowledge of the requirements of all relevant specifications of Division 12 ("Pavement Markings, Markers, and Delineation") of the current edition of the NCDOT Standard Specifications for Roads and Structures is required. Individuals seeking prequalification must submit examples of previous work completed in this area within the last five (5) years. Past experience with the Department for similar work may also be considered.​

A core component of NCDOT’s work includes following federal nondiscrimination regulations for affected populations, such as Title VI of the 1964 Civil Rights Act, Executive Order 12898 on EJ, and Executive Order 13166 on LEP. Title VI “prohibits discrimination on the basis of race, color, and national origin in programs and activities receiving financial assistance” (NCDOT, Title VI Administration). NCDOT applies Title VI to all state projects whether or not it receives federal funding by promoting nondiscrimination and equal opportunity. Identifying and including EJ and LEP populations is critical to complying with Title VI.  Executive Order 12898 went into effect February 11, 994, stating the following:
“Each Federal agency shall make achieving environmental justice part of its mission by identifying and addressing, as appropriate, disproportionately high and adverse human health or environmental effects of its programs, policies, and activities on minority populations and low-income populations.”

Debris shall be tracked from its origin to its final resting place and documented accordingly. The Project Manager shall oversee technicians conducting the monitoring and communicate any observations/issues/concerns to NCDOT field personnel. Transportation for all technicians conducting monitoring operations shall be supplied by the monitoring firm. Monitors will be required to capture pictures of the debris removal operation, provide GPS coordinates, and track loads of every/all trucks using NCDOT’s load ticket method. Other methods of tracking are welcomed but will need to be reviewed prior to use in the field.

NCDOT has been working with the NCSU Environmental Engineering (EE) Department to test the performance of our locomotives on various blends of biodiesel fuel, with the intent of reducing fuel emissions and thus creating a more “green” program. To date locomotives have been tested with biodiesel fuel blends ranging from 10- 60% biodiesel, with future plans to continue testing one locomotive to 100% biodiesel fuel. Experience, exposure, and access to all design guidance resources from AASHTO, NACTO, FHWA, and NCDOT RDM. Exposure to and knowledge of NCDOT’s project management structure and system (PDN) for delivering projects and where and when multimodal components are a part of that structure.
