The North Carolina Department of Transportation's Digital Delivery Team is excited to invite your team to participate in a Digital Delivery pilot program. This is a unique opportunity to help shape the future of transportation project delivery in North Carolina!
Why Participate?
The goal of these efforts is to inform policy decisions, streamline project delivery, and evaluate the power of digital preconstruction-to-construction workflows. By participating, your team will shape how digital models are delivered, reviewed, and applied on future projects, giving you a real time opportunity to influence statewide standards.
What You'll Do
Project teams will deliver Construction-Ready Electronic Files alongside traditional PDF plans. These construction-ready files will be delivered in formats that are intended to optimize the hand-off of data to Construction to aid in Automated Machine Guidance (AMG) and Inspection. While these files will not be signed and sealed, they will undergo a structured quality review process to ensure accuracy. Used at the Contractor's risk, these files give teams the chance to experiment with new methods and tools in a low-stakes, high-impact environment.
Each pilot project will include the following deliverables, with a focus on roadway and drainage grading:
- Controlling Alignment Files (Land XML)
- Final Grade/Top Surface (Land XML)
- Proposed Subgrade Surface (Land XML)
- Proposed Breaklines (DXF/DWG)
The Department will conduct reviews at key project milestones, with draft review checklists provided in advance. Project advising and training will be available, including support for using Bentley Infrastructure Cloud for model review.
Project Standards & Requirements
- Models hosted in ProjectWise using the latest supported OpenX platform.
- Minimum Template Interval Spacing: Freeways (20'), Arterials/Ramps (10'), Urban/Intersections/Driveways (5').
- Models will follow an evolving model completeness definition.
Project Selection
Any project currently being designed in ORD and letting prior to June 2027 that includes earthwork is eligible. Teams should have some familiarity with OpenX 3D capabilities, but no prior experience producing 3D deliverables is required. Projects of all sizes are encouraged to be submitted for consideration.
Contracting & Support
Participation is not expected to impact existing project schedules. A supplemental contract will cover additional effort for model development, not full model creation. Teams will participate in regular progress meetings to:
- Provide feedback on emerging processes.
- Ask questions of NCDOT subject matter experts in policy, design, and software.
- Access advising and training to support your 3D deliverable workflows.
This is more than a new submittal format, it's a chance to be at the forefront of digital project delivery, help shape standards for the state, and position your team as a leader in innovative workflows.
